Social Host Ordinances
Social Host Ordinances are gaining traction in Minnesota as a way to crack down on underage drinking. If a host becomes aware of underage drinking at their party they have an affirmative duty to prevent the consumption of alcohol by the underage attendees. The hosts can be punished even if they were not present at the social event as long as they knew or had reason to know of the underage consumption of alcohol. The penalty for violating the social host ordinance in St. Paul is a misdemeanor, punishable by up to 90 days in jail or a $1,000 fine.
Noisy Assembly - Visiting, participating in, remaining at, or permitting a gathering of more than one person in a residential area that could cause significant annoyance to the people around them. Violation of the Saint Paul noisy assembly ordinance is a misdemeanor punishable by a fine of up to $1000 and 90 days in jail.
